When is the last day to order a case number and roll in closing on a no appraisal streamline?

We have implimented new Streamline rules as of all new case numbers after Friday 13 th

ml 2009-32 was issued 9/18, and restricted new case numbers issued on or after 60 days from the date of the letter ... most investors seems to be implementing for new case numbers issued on or after 11/17
