can the seller refuse?

I had an agent approach me, he had offered cash on a reo but his buyers wanted to see if they would be able to get a loan FAST ( 10 days) to close on time.

I halued butt and called in favors and bottom line is COE is today and I am DONE ( ready to fund yesterday in fact) but to fund we need the " as is" and "acknowledgement of loan" addendum signed. thats it,sign it and get your money. The sellers agent is saying:

banks will ONLY sign the MANDATORY disclosures; lead based & water heater/smoke detector & NHDs. If you’re referring to the contingency removal… then, per contract, note that the contingencies are silent removals. But the form you sent will be kept in the file as your buyer’s acknowledgment of contingency removals.

The buyers agent sent her the addendum days ago and I have yet to get it back. I am caught in the middle of two people who are bickering over whether this was shady...I don't know or care, I do loans and am glad for business that's it. I didn't cause a delay in COE. Nor did I ask to do the loan, they called me.
Can the seller agent really block this from closing by refusing to get the addendum signed?
